The Community Health Worker Task Force is a time-limited group created during the 2023 Legislative Session and assigned to North Dakota Health and Human Services (HHS).
House Bill 1028 lists Task Force members as:
- One representative of the Medical Services division of HHS, appointed by HHS;
- One representative of the Public Health division of HHS, appointed by HHS;
- One representative of the Tribal nations in the state, appointed by the Indian Affairs Commissioner in consultation with the Health Director of each Tribal nation placed in North Dakota;
- One representative of the North Dakota State University School of Public Health appointed by the College of Health Professions;
- One representative of the University of North Dakota School of Medicine and Health Sciences Center for Rural Health, appointed by the Dean of the School of Medicine and Health Sciences;
- One representative of the hospitals in this state, appointed by the North Dakota Hospital Association;
- One representative of the Federally Qualified Health Centers, appointed by the Community Healthcare Association of the Dakotas; and
- One representative of the emergency medical services profession, appointed by the North Dakota Emergency Medical Services Association.
The Community Health Worker Task Force, in collaboration with HHS, will:
- Develop a data-driven plan for community health worker
- Scope of work,
- Education and training,
- Certification and regulation,
- Medical assistance reimbursement, including reimbursements to FQHCs, and
- A ND community health worker collaborative.
- Provide to HHS a proposal for a Medicaid state plan amendment or waiver to include community health workers.
- Provide to HHS proposed administrative rules for the community health worker
- Scope of work,
- Education and training,
- Certification and regulation,
- Medical assistance reimbursement, and
- A ND community health worker collaborative.
- Collaborate with existing clinical, public health, and home and community-based service systems.
Task Force meetings will be open to the public with public participation welcome. Meeting notices and minutes will be posted here and meetings will be noticed pursuant to North Dakota open meetings rules and requirements.
