The Communications Division leads internal and external communications for North Dakota Health and Human Services (HHS), serving as a strategic partner to programmatic divisions in promoting and supporting the agency’s programs and services. The team develops clear, consistent messaging and resources that build awareness, strengthen engagement and help partners, providers and the people we serve connect with the information and services they need.
The division oversees HHS branding, marketing, outreach and education to ensure a consistent and recognizable agency voice across audiences and channels. It manages relationships with the media and external stakeholders, supports reputation management and leads strategic communications efforts. Internally, the division promotes collaboration and information-sharing through resources such as the HHS intranet and Granicus, helping team members stay informed and connected to the work of the agency.

Jenn Odell
Executive Director, Strategic Communications
Jennifer Odell is a strategic communications professional with nearly two decades of experience in public service across local, state and federal government.
A lifelong North Dakotan, Jennifer has dedicated her career to public service and community engagement. She served 11 years in the North Dakota National Guard, including six years in leadership roles, and previously served as a commissioner on the Bismarck Park Board.
Jennifer holds a bachelor’s degree in communication and a master’s degree in business from the University of Mary in Bismarck.
