Public Notice - Public Comment Being Accepted on ND State Plan of Operation Low Income Home Energy Assistance Program

North Dakota Health and Human Services is requesting public comments on the federal fiscal year (FFY) 2027 Low Income Home Energy Assistance Program (LIHEAP) State Plan. The current draft plan can be viewed online at hhs.nd.gov/applyforhelp/liheap. 

An eligible household’s adjusted income must fall within the eligibility limits listed for the household size. The adjusted income of all members of an eligible household will be estimated and updated as soon as the State receives the new poverty level limits. Additionally, LIHEAP applications are accepted year-round, and eligibility will also be year-round. This means that the current LIHEAP eligible household will not need to reapply every year as the LIHEAP household will now receive a review packet via the mail and Self-Service Portal (SSP) that will need to be completed to continue their eligibility. Though eligibility continues year-round, the heating benefits provided will still be limited to the established heating season and/or funding availability. Emergency, furnace cleaning, repair and replacement, and other premium benefits are still available throughout the summer.

Comments can also be submitted in writing and must be received by the conclusion of the public hearing meeting on Aug. 17, 2026.
