North Dakota Health and Human Services (HHS) announces 68 early childhood programs and 94 classrooms across North Dakota are participating in Best in Class for the 2026–2027 program year.
Supporting children and families
Best in Class supports quality early childhood experiences for children in the year before kindergarten. The program helps give children a strong start as they prepare for kindergarten. Best in Class invests in early childhood providers who are committed to providing engaging, meaningful and high-quality experiences for children and their families.
Participating programs receive support from a dedicated coach and access to professional development. This support helps strengthen:
- Teaching practices
- Classroom environments
- Family engagement
Programs and families also receive resources and support to help children learn and grow.
Investing in North Dakota's children
“We know that quality early childhood experiences help give children a strong start,” said Kay Larson, HHS early childhood director. “When we invest in our youngest citizens, we are investing in stronger families, a more prepared workforce and a brighter future for all.”
Best in Class programs are monitored, evaluated and supported throughout the program year. This helps ensure that program investments provide meaningful benefits for children.
Best in Class is based on more than 25 years of research on the key elements of quality early childhood programs. Research shows that quality early childhood experiences can have lasting positive effects on children’s development and future success.
Program funding
Award amounts for the 2026–2027 program year range from $15,000 to $120,000 per classroom.
Award amounts are based on factors such as:
- The number of children served
- The total number of operating hours
Programs that provide at least 400 hours of quality early childhood experiences over a minimum of 32 weeks are eligible to apply for funding.
Matching funds are required. Meeting the eligibility requirements does not guarantee funding. Programs must apply and be selected to participate.

For the 2026–2027 program year, Best in Class welcomes 68 programs and 94 classrooms.
