Licensing of Emergency Medical Services Training Institutions is found in North Dakota Administrative Code 33-36-02.

The following information and forms are for use by North Dakota Department of Health (NDDoH) Division of Emergency Medical Systems (DEMS) licensed training institutions only.

Unlike individual instructors, licensed EMS training institutions are not required to request authorization for each course they conduct. Instead, the institution assigns a unique course number to each course and notifies the State by submitting a Course Notification Form.

The course number consists of three parts:

  • Root Number: The institution's State-assigned license number (e.g., 1010). 
  • Year: A two-digit number representing the calendar year the course begins. For example, a course beginning in 2026 would use 26. 
  • Course Identifier: The course type abbreviation followed by a three-digit sequential course number. For example, if the course is the second EMT course conducted by the institution during that calendar year, this portion would be ET002. 

Separate each part of the course number with hyphens.

Given the information above, the example would read: 1010-26-ET002.

  • ER = Emergency Medical Responder
  • ET = Emergency Medical Technician
  • A = Advanced Emergency Medical Technician
  • P = Paramedic
  • IC = Instructor/Coordinator
