Overview of Funding

Available funding for the 2019 – 2021 biennium as determined by the 2019 North Dakota State legislative session is in the amount of $6,875,000, with one half of this ($3,437,500) available for distribution during the first year of the biennium. Year 1 funding will be awarded by the North Dakota Department of Health (Department) with contracts beginning September 11, 2019. 

 Year 1 funding distribution is based on a formula put into statute through HB 1268. This formula takes into consideration factors such as the average run volume, budget information, cost per ambulance run (as determined by actual data submitted to the Department), and local revenue potential determined by taxable valuation. The basis of this formula was designed through discussions between the North Dakota Department of Health, the EMS Advisory Council (EMSAC) and the Rural EMS Assistance (REMSA) Subcommittee.

Purpose of Funding

The intent of this funding is to facilitate the development of a reliable EMS system within the state of North Dakota. The intent is not to financially sustain each individual ambulance service.
