The benefits for ND Medicaid Expansion, as required by the Affordable Care Act and section 1937 of the Social Security Act, are provided through an Alternative Benefit Plan (ABP). Effective for dates of service on or after July 1, 2023, ND Medicaid will be submitting a state plan amendment which will clarify language for existing benefits, specifically as they related to those under the age of 21.

Effective on or after January 1, 2024, pursuant to 2023 House Bill 1044, North Dakota Medicaid will be ending the Primary Care Case Management (PCCM) program. Providers will not be required to obtain a referral from a primary care provider (PCP) for instate services. Any service authorization requirements for instate and out-of-state services will still apply. Medicaid expenditures are expected to have a minimal impact for a 12-month period.

New features added to online mandated reporter training help professionals report and prevent child abuse and neglect

North Dakota Health and Human Services (HHS), in partnership with Prevent Child Abuse North Dakota, today announced the launch of enhanced interactive online training for mandated reporters.

There are between 1,000 to 1,200 confirmed cases of child abuse or neglect in North Dakota each year. The training serves as a fundamental tool in informing mandated reporters what to report and how to report concerns about suspected child abuse or neglect.


HHS seeks comments on ND Medicaid Quality Strategy Plan

West Central Human Service Center closed today due to water main repair 

North Dakota Health and Human Services (HHS) today announced that the West Central Human Service Center (WCHSC) and several other offices at the Prairie Hills Plaza location at 1237 West Divide Ave., in Bismarck, will be closed on Thursday, Nov. 30 for the rest of the day starting at 12 p.m., due to water main repair work.

Funds still available for student behavioral health support

The North Dakota Health and Human Services (HHS) Behavioral Health Division is encouraging eligible North Dakota public, private and tribal elementary and secondary schools to apply for the Behavioral Health School Grant program. Special education units and school districts that billed North Dakota Medicaid during the 2022-2023 school year are eligible to apply and use the funds to enhance their behavioral health services and supports for students.


HHS announces the ND Opioid Settlement Fund Grant  

The North Dakota Health and Human Services (HHS) Behavioral Health Division today announced the North Dakota Opioid Settlement Fund Grant and the opportunity to submit applications for grant funding.  

National opioid settlements have been reached with opioid manufacturers and distributers, and North Dakota is one of the many states that participated in these settlements. A requirement for states receiving the settlement funds is the establishment of an advisory committee and utilizing the funds in a way that aligns with Exhibit E of the settlement documents.

Vocational rehabilitation team members recognized for helping North Dakotans with disabilities achieve their employment goals

North Dakota leads the nation in employment of people with disabilities at 58%. This national distinction is due in part to North Dakota Health and Human Services (HHS) vocational rehabilitation professionals who helped 737 North Dakotans with disabilities obtain competitive, integrated employment in their community last federal fiscal year.

Application window for heating assistance is now open for North Dakotans

North Dakota Health and Human Services (HHS) today announced that the application window for heating assistance through the Low Income Home Energy Assistance Program (LIHEAP) is open today, Oct. 2, through May 31, 2024.

LIHEAP is a federally funded program offered through the state that provides financial help with heating costs for qualifying households. The assistance amount varies based on the number of people living in the household, total household income, heat source, and other factors.


HHS encourages North Dakotans to give prevention your attention and get immunized against respiratory illnesses

North Dakota Health and Human Services (HHS) is encouraging all North Dakotans to choose to be immunized against respiratory infections to prevent serious illness.

These infections, which include influenza, respiratory syncytial (sin-SISH-uhl) virus (RSV), and COVID-19, can follow a seasonal pattern with more cases in late fall and winter. During the 2022-2023 season, these viruses placed a heavy burden on families and health care systems.

The North Dakota Health and Human Services (HHS) Developmental Disabilities (DD) Section is seeking public comment on the Home and Community-Based Services (HCBS) Traditional Individuals with Intellectual Disabilities/Developmental Disability (IID/DD) waiver renewal application. 


Child passenger safety technicians can help caregivers keep their children safe

Car crashes are one of the leading causes of death to children in North Dakota and nationwide. In the last five years, 30 North Dakota children were killed due to motor vehicle crashes. Of those children, 30% were unrestrained. Children who are unrestrained or restrained incorrectly are at much higher risk. 


Meeting on expanding in-home care options for people with physical disabilities is this week

Increase of West Nile Virus cases reported in North Dakota

The North Dakota Department of Health and Human Services (HHS) has seen a rise in reported West Nile virus (WNV) cases in recent weeks. State health officials are reminding people to continue taking precautions against mosquito bites that can cause WNV infection. 

As of Aug. 22, North Dakota reported nine human WNV cases, with additional cases pending further results. Of the nine cases, eight were hospitalized, and seven were neuroinvasive cases. In addition to human cases, three birds and 22 mosquito pools have also tested positive for WNV.  


HHS announces speakers and exhibitions at Gateway to Health event for Bismarck Mandan families at Gateway to Science Aug. 26

The Gateway to Health event will take place Saturday, Aug. 26  Community participants will have FREE access to the North Dakota Gateway to Science exhibits for their registered two-hour time slot and access to interactive health booths and exhibitors. HHS announces TANF modernization effort aimed at increasing accessibility to resources during critical times of need

North Dakota Health and Human Services (HHS) announced today that the Temporary Assistance for Needy Families (TANF) program’s standard of need will increase to 50% of the federal poverty level beginning Aug. 1. The increase comes in conjunction with the removal of the Pay After Performance requirement that came into effect on July 1, as part of an overall modernization effort.

HHS announces 2023 grants open for Title IV-E prevention services that stabilize families and reduce foster care

North Dakota Health and Human Services (HHS) today announced the Children and Family Services Section has $700,000 available in 2023 for grant funding for agencies and professionals to become trained in and provide approved, evidence-based Title IV-E prevention services. Approved services focus on behavioral health and in-home parent skill-based programs supporting family stability and preventing children from entering foster care. The grants will be open until all funds are allocated or the deadline of Dec. 31, whichever comes first.

The North Dakota Department of Health and Human Services (HHS) announced today that HHS Deputy Commissioner Sara Stolt has been selected to participate in the 2023 Council of State Governments (CSG) Henry Toll Fellowship.

The Toll Fellowship brings together 47 individuals representing 29 of the states and U.S. territories and from all branches of state government and is considered the nation’s premier leadership development program for state government officials.

HHS hosts virtual lunch and learn sessions in July focusing on Social Security children's benefits and Medicare 

North Dakota Health and Human Services (HHS) is hosting virtual 30-minute lunch and learn programs over the noon hour to inform individuals about services that support the health and well-being of North Dakotans as they age. 

The July lunch and learn sessions begin at noon on July 13 and July 27 and feature a representative from the Social Security Administration (SSA). On July 13, North Dakotans can learn about Social Security benefits for children. SSA representative Patty Hoffman will share information about eligibility for children under a parent’s record, benefits for children with disabilities, applying to be a representative payee and reporting responsibilities.  


2023 Indian Child Welfare and Wellness Conference to be held in person July 25-27 

The 22nd annual Indian Child Welfare and Wellness Conference, titled “Honoring the Past, Healing the Present, Shaping the Future,” will be held July 25-27, at Sky Dancer Casino and Resort in Belcourt, N.D.  

Hosted by the Native American Training Institute (NATI), in partnership with North Dakota Health and Human Services’ Children and Family Services Section, the conference features experts on the Indian Child Welfare Act (ICWA), as well as training for professionals on topics including family preservation, human trafficking in indigenous communities, and ethics.

Cooling assistance available to qualifying households as summer heats up

As summer heats up, North Dakota Health and Human Services (HHS) reminds residents that cooling assistance is available to qualifying households to help with the cost of purchasing or repairing air conditioners and other cooling devices.  

To participate, households must qualify financially for the Low-Income Home Energy Assistance Program (LIHEAP), also known as heating assistance, which serves households with incomes up to 60% of the state median income.

HHS urges ND Medicaid members to complete renewal forms, thousands could lose continued coverage even if they qualify

North Dakota Health and Human Services (HHS) is urging North Dakotans who receive ND Medicaid renewal forms, also known as review forms, to complete and return them to a human service zone office within 30 days to ensure continued coverage, if they still qualify.  

On May 31, about 13,100 ND Medicaid members were due for a renewal and only about one in three members who were sent a renewal form returned it, which means 4,421 people were disenrolled on May 31 even though many may still qualify for coverage.


HHS seeks comments on amendment to Medicaid waiver for medically fragile children

North Dakota Health and Human Services (HHS) Medical Services Division is seeking public comment on an amendment of its Medicaid 1915(c) waiver for medically fragile children. The waiver allows Medicaid to pay for services for children ages three to 18 who are medically fragile. The goal of this waiver is to provide services that assist families in keeping their children home instead of having to place them in a nursing facility or hospital to receive needed care.

Food assistance program to benefit about 45,000 North Dakota children

North Dakota State School Superintendent Kirsten Baesler and North Dakota Health and Human Services Commissioner Chris Jones announced that about 45,000 North Dakota children will be able to receive food assistance this summer.

The Pandemic Electronic Benefits Transfer, or P-EBT for short, will benefit two different groups: children ages 0-5 whose households receive Supplemental Nutrition Assistance Program (SNAP) funds, and school-age children who are eligible for free or reduced-price school meals.

HHS to host webinar on vision services that can help older adults who are blind live independently at home

An estimated 21,000 North Dakotans are affected by blindness or have serious difficulty seeing, even when wearing glasses.*1

WIC Program Announces New Income Levels for Eligibility

Income eligibility guidelines for the North Dakota Special Supplemental Nutrition Program for Women, Infants and Children (WIC) have increased based on changes in the federal poverty levels.  The change increases the amount of income a family can make and still qualify for services. Effective May 1, 2023, a family of four can earn up to $4,625 each month (or $55,500 annually) and meet the new WIC income eligibility requirements.

HHS Child Care Assistance Program enhances online provider payment system

Beginning Nov. 1, participating child care providers will notice improvements in the payment portal, called the Self Service Portal. The payment process will also change to align with the process most providers use of billing families in advance for child care. Today, the North Dakota Department of Health and Human Services (HHS) Public Health Division responded to the final report of an audit of the Department of Health conducted by the Office of the State Auditor that covered the biennium ending June 2021.

“The auditor’s office spent over one year completing their inquiry. During this time, they reviewed testing of compliance and financial records, contact tracing, COVID-19 deaths, COVID-19 vaccine storage, handling and distribution, COVID-19 testing and reporting, and COVID-19 dashboards and information systems and had no findings for these areas,” said HHS Public Health Division Executive Director Dirk Wilke.

Bivalent COVID-19 booster recommendation expands to include ages 5 and up

Children who use a belt positioning booster seat in the back seat of the car are 45% less likely to be injured in a crash than children who use only a seat belt.


Warning issued about potential rabies exposure - updated September 16
