Natural disasters can have long-term behavioral health effects. These effects can include an increase in substance misuse, stress, anxiety, depression, and other mental health symptoms. The addition of stress related to the 2019 floods is likely to exasperate or worsen existing behavioral health needs.  

The North Dakota Department of Human Services’ Behavioral Health Division (BHD) was awarded a federal grant from the Substance Abuse and Mental Health Services Administration (SAMSHA) to implement the Disaster Response State Grant Program. 

The Disaster Response Grant provides mental health and addiction services to individuals impacted by the 2019 floods. To qualify for services through the grant, individuals must be:

  1. ND resident and resided in one of the 29 identified counties during the 2019 floods: 
    • McKenzie, Mountrail, Adams, Hettinger, Grant, Morton, Emmons, McIntosh, Dickey, Sargent, Richland, Ransom, LaMoure, Logan, Kidder, Stutsman, Barnes, Cass, Traill, Steele, Griggs, Foster, Eddy, Wells, Sheridan, Nelson, Grand Forks, Welsh, and Pembina.
  2. 18 years of age or older.
  3. Living with a behavioral health condition, and.
  4. Meets one of the following income eligibility criteria:
    • Not covered by public or commercial health insurance programs.
    • Health insurance has been formally determined to be unaffordable, or.
    • Current health insurance plan does not sufficiently cover medically necessary behavioral health services.

The GPRA Service Tool for Adult Programs must be completed for each individual accessing services. Providers will have technical assistance to assist with completing the tool. The Service Tool will be completed at the initial intake assessment, 6 months and 12 months.  

The Monthly Report will be completed by provider each month. More information will be provided after provider is approved.

The Substance Use Invoice will be completed for each participant.
