Nicole Larson – CCAP Program SpecialistNicole Larson

Nicole graduated from Bismarck State College and has nine years of experience working in the Child Care Assistance Program (CCAP). As a Child Care Assistance Program Specialist, she supports families and childcare providers.

Nicole also serves as the Program Administrator for Crossroads, a program that helps teen parents continue pursuing their education. She works with Approved Relative Providers and oversees CCAP collections.

Outside of work, she enjoys spending time with her family and being involved in her children's sports and activities.


Morgan Biss – CCAP Vendor Management SpecialistMorgan Biss

Morgan graduated from North Dakota State University with a degree in Human Development and Family Science. She previously worked with ND Early Childhood Licensing for 3 years before moving over to the CCAP team in May 2026. With the experience with working with childcare providers during her time with licensing, Morgan can continue working with providers across the state under a different scope. 

With Morgan’s position with CCAP, she spends a lot of her time talking with providers to maintain the integrity of the program to try to ensure that CCAP funds are being used appropriately. 

Morgan lives in Milnor with her husband and son, who will turn 3 in November. 

Fun facts: Morgan coaches JH Volleyball, enjoys reading, and golfing.


Emily Kerns - CCAP AdministratorEmily Kerns

Emily graduated from Bismarck State College with her degree in Human Services and from Southern New Hampshire University with her degree in Public Administration. She has been with the state since her internship 13 years ago.

Emily is the administrator for the Child Care Assistance Program and in this role, she is responsible for the policy and oversight of the program. She enjoys helping providers and families across the state navigate the sometimes-challenging policies of the program.

Emily resides in Bismarck with her husband, daughter, and 2 sons and enjoys baking in her spare time.
