The Behavioral Health Division provides leadership for the planning, development and oversight of the state's behavioral health system. The Division works with partners within the Department of Human Services and the state behavioral health system to improve access to services, address behavioral health workforce needs, develop policies and ensure quality services are available for those with behavioral health needs.

Best Practices in Behavioral Health Communication

How we talk about mental health and substance use matters. The language we use, the tone we take and who delivers the message all influence whether people feel supported, understood or shut down.

Effective communication frames mental health and substance use as health issues—not character flaws—and uses person-first language that respects the individual behind the experience. It also avoids fear-based or sensational messaging, which research shows can be ineffective and may unintentionally reinforce stigma or misunderstandings.

Strong messaging helps correct misperceptions about what is “normal” among peers, since people are heavily influenced by what they believe others are doing. It also recognizes the power of lived experience—peer voices and real stories are often the most relatable and impactful way to engage individuals who may otherwise tune out.
