Out-of-state licensed substance use disorder treatment programs located within a bordering state may apply to participate in the Substance Use Disorder (SUD) voucher system if they meet the following:

  1. Serve North Dakota citizens in an underserved area;
  2. Provide outpatient and community-based services; and
  3. Receive approval of an Assessment of Need by the department.

Requirements for submitting the Assessment of Need (AON) for an Out-of-State provider:

Prior to applying for the SUD Voucher, an out-of-state provider must submit:

  1. A narrative Assessment of Need to include a minimum of the following:
    • Detailed description of program to include a minimum of program name, location, services provided, staffing, history, and number of North Dakota citizens served within the last year;
    • Detailed description of current barriers for North Dakota citizens to access addiction treatment in the identified area; and
    • Detailed description of how the proposed program will reduce the barriers.
  2. Proof of substance use disorder treatment program license or accreditation from the border state of origin.

Once Assessment of Need has been reviewed and approved, the SUD Voucher team will send Voucher Provider Application and Memorandum of Agreement (MOA) to complete and return to the Voucher program.
