The Early Childhood Licensing Unit, working with the Child Care Services Advisory Committee (created under House Bill 1119, 69th Legislative Assembly), is starting the process of reviewing and updating the rules for licensed child care providers.
We need your input!
Your feedback will help make the rules clearer, less complicated and better aligned with the needs of providers while keeping children safe and healthy. We want to hear about your challenges and ideas for improvement.
Some areas to consider include:
- Simplifying paperwork and administrative steps
- Clarifying license types
- Reviewing education, training, and certification requirements
- Identifying other changes that support access to high-quality child care for parents
How to share your ideas:
You have several ways to participate, starting with virtual meetings for both facility and home providers. We have partnered with the Child Care Quality and Business Support Center (CQBSC) and Child Care Aware of North Dakota to gather your input. The Early Childhood Licensing Unit will not attend these sessions.
Virtual Meetings
Virtual meetings will be hosted by CQBSC. Pre-registration is required for the virtual meetings.

In-person Meetings
Statewide in-person meetings will take place in January and will be hosted by Child Care Aware of North Dakota and Child Care Services Advisory Committee members. Additional details will be shared soon.
Provider Survey
From Jan. 5 through Jan. 16, you can share your input by completing a brief survey. Your feedback is essential to making the rules more practical and supportive for providers like you while keeping children safe and healthy. The survey will only take a few minutes, and your input makes a big difference.
