Annie Skiba – early childhood special education coordinator
Annie Skiba has worked in the special education field for the past seven years, with most recently in this role as early childhood special education coordinator beginning in June 2025.
She has most enjoyed getting to know her coworkers and learning and growing in this capacity to support the early childhood field and children with special needs.
Her passion for early childhood education is fueled by her two children, ages 3 and 1.5, as she draws on her personal experiences and professional knowledge to drive her work.
Fun fact: Annie interned at the U.S. Capitol in Washington, D.C. for a summer in college. It was a great experience giving tours of the Capitol and learning about our nation’s government!
Carolyn Kueber – Head Start state collaboration officer

Carolyn Kueber has devoted more than 23 years to serving children and families across North Dakota. Born and raised in the state, she graduated from North Dakota State University in 1995 and has dedicated her career to early childhood education — first back in 2002 as a health coordinator at Mayville State Child Development Programs – Early Head Start/Head Start, then as a child care licensing specialist for Grand Forks County. In October 2019, she returned to her passion as the Head Start State Collaboration Administrator.
Working with Head Start is a uniquely impactful experience — one that often inspires a lifelong commitment. For Carolyn, that’s certainly true. She left Mayville knowing that Head Start would one day draw her back. “Supporting children and families facing challenges through Head Start is profoundly rewarding; the progress and resilience we witness each day is a true source of joy,” she says.
Fun fact: While Carolyn holds a degree in child development and family science, she also earned her associate’s degree as a licensed practical nurse. Before entering early childhood education, she worked in the birthing unit at Dakota Heartland in Fargo and as a clinic nurse at Northwood Deaconess Health Center — experiences that enriched her perspective of children and families before landing her passion job at Mayville.
Angela McSweyn – Early childhood partnership and engagement unit administrator

Angela has worked with children and families in multiple roles including the state early childhood special education coordinator, kindergarten teacher and K-5 literacy coach but her favorite title is grandma to Malcolm, age 3.
Fun fact: Angela is an avid thrifter who enjoys exploring Bismarck’s rummage sales in search for unique treasures.
